Below is the current structure of the Havering Strategic Partnership
The Sustainable Community Strategy
The Sustainable Community Strategy highlights the vision for Havering and identifies the borough's collective objectives.
Theme Groups
The seven theme groups are tarsked with progressing the Community Strategy through the delivery of the LAA targets they are responsible for. Each theme group is a multi agency group committed to ensuring wildespread engagement and accountability. Each Theme Group has a Delivery Champion who reports to the HSP Strategic Board and Programme Board on the Progress of their targets.
HSP Strategic Board
The Strategic Board looks at the 'big picture' in Havering. Its role is to:
- set the strategic direction for the parnership and the area
- commissioning and pooling of money
- focus on the broader agenda of LAA2
- progress and lead on cross cutting objectives
- focus on localities and areas of inequality
The board is made up of the seven Theme Delivery Champions and key commissioning bodies, which include Job Centre+, Learning & Skills Council, Havering College, Benefits agency, Schools Forum, Primary Care Trust, the London Borough of Havering.
HSP Programme Board
The HSP Programme Board plays a key developmentalrole in major cross cutting agreas of policy. It:
- is resonsible for performance managing LAA1 and LAA2
- ensures the HSP is adhering to financial protocols
- takes corrective action to ensure the HSP is able to deliver its targets
- agrees and approves reports to Government Office for London
Programme Board consists of representatives from the key sectors of the HSP (public, community, business and voluntary sector), as well as the seven LAA Theme Delivery Champions.
HSP Community Assembly
The HSP Assembly is populated by representatives from a range of voluntary groups, community groups, local businesses and representatives from the main aencies in Havering.
The Assembly is central to effective partnership working and a successful Local Strategic Partnership. It is:
- the body through which the community is involved
- a forum for information sharing
- important in scrutinising and developing proposals on how services can be improved
- discussing 'big issues' and priorities for our local area
- ensuring that the Havering Strategic Partnership belongs to local residents
The Havering Strategic Partnership is ultimately answerable to the community assembly. Theme group champions are required to report progress on the Local Area Agreement and the Community Strategy to the assembly.
