5. A modern and diverse workforce

Equalities are integral to our Workforce Strategy.

Havering's Workforce Strategy was published following a review to ensure that it promotes fair employment and is robustly linked to the Single Equality Scheme. The Strategy comprises six chapters - one for each of our organisational Values - and thus clearly sets out the vision, strengths, challenges, plans and measures that will deliver a workforce that is 'Fair to All'.

Implementation and monitoring of workforce data

Our Human Resource (HR) department produce establishment reports on a monthly basis looking at various indicators of Equality and Diversity. We then update performance packs which go to the Corporate Management Team, Group Directors and Heads of Services. A summary traffic light report goes to the Diversity Steering Group. This process contributes to the regular review programme of our workforce data which also includes ensuring that all employment processes, procedures and policies have been Equality Impact Assessed.

A recent review of our workforce coupled with its associated EIA identified that a very high proportion of older people work for the Council - 38.6% are over 50 years old while only 12.9% of staff are under 30. The challenge this presents is maintaining a workforce that reflects the community whilst maintaining the body of skills, knowledge and experience used in quality service delivery. To address this, Havering have undertaken an innovative apprentice recruitment campaign to boost the number of young people working for the organisation, and also established the Young People's Network in order to retain and develop them.
