Equality Framework for Local Government
2. Place Shaping, Leadership, Partnership and Organisational Commitment
Our Priorities
The Sustainable Community Strategy (SCS) sets out what we and our partners will do to improve the quality of life in Havering. The strategy which is closely aligned with the 'Living Ambition' 20 year vision fully embraces the Equality and Diversity agenda under the Goal for the 'Individual' - To value and enhance the lives of every individual (Page 27). Specific actions of what the partnership intend to deliver and what has already been done are contained in this document.
Equality and Diversity runs throughout the Council's strategy (see Havering - Strategic Context). This includes Single Equality Scheme (SES) which sets out the areas within which action will be taken to give practical expression to the Council's commitment. Specific actions are located within service plans, to enable an approach to monitoring and performance management that sits within the Council's existing framework, enabling regular review by service managers, the Diversity Management Group and ultimately the Diversity Steering Group.
Service plans are developed iteratively in conjunction with CMT and directorate management teams, to ensure that collectively they deliver the objectives and outcomes sought in the Sustainable Community Strategy and the Living Ambition.
There is clear evidence of Member leadership of the equality agenda. The Leader of the Council Councillor Michael White has been actively involved in promoting our Apprenticeship Scheme (see modern and diverse workforce) aimed at addressing issues highlighted by the monitoring of our workforce data. Councillor Andrew Curtin chairs the Havering Culture Forum which interacts with the parks and open spaces forum and the disability forum whose achievements are highlighted in Case Study 24. Our overview and scrutiny (O & S) process regularly review accessibility of services to vulnerable groups. In October 2009, the then Culture and Regeneration O & S committee reviewed access of vulnerable groups to key leisure facilities to ensure that all is being done to encourage fair access.
